I've heard that both of the bids have said that they'll accept ballots at NASFIC and get them to Japan, so that might be an option if you, or someone you know, is going to Archon.

The 2005 NASFiC site selection between Seattle and Charlotte was even closer; I'm told that the margin of victory was less than the number of Charlotte bid committee members who hadn't bothered to join the 2003 Worldcon in Toronto in order to vote because they were going to Dragon*Con instead.
