From the Nippon 2007 web site:

Mail-in ballots must be received by 31 July. After that date, you must vote at the convention, or have authorized another person to deliver your signed ballot at the convention.


So you'll either need to get the ballot to them by tomorrow, or find someone willing to hand carry it to Japan. I've heard that both of the bids have said that they'll accept ballots at NASFIC and get them to Japan, so that might be an option if you, or someone you know, is going to Archon.

I'd kinda thought KC was a favorite and I hadn't worried about it.

It probably is, but in the past the WorldCon voters have shown a strong favoritism towards non-U.S. sites, so I wouldn't count on anything.

I expect that the Montreal bid committee would like to personally thank every person who decides not to bother voting because KC is the favorite.

Note that last year, Denver won the 2008 site selection by only eight votes. The 2005 NASFiC site selection between Seattle and Charlotte was even closer; I'm told that the margin of victory was less than the number of Charlotte bid committee members who hadn't bothered to join the 2003 Worldcon in Toronto in order to vote because they were going to Dragon*Con instead.

While I am not on the Montreal committee, I have helped them out at times -- I ran an info desk and party for them at Westercon this year. I have dropped their Chairman a line to point out the infelicitous wording.

I know the people on the committee, and they include people with long fannish experience. I wouldn't read as much into this as you may be doing here.
